Chiayi city is located south west of central Taiwan and is typical of smaller cities and towns in Taiwan. Scooters crowd narrow streets, which sell all manner of goods and refreshments. Shoppers rarely leave their scooters when shopping, which if nothing else saves on parking costs and finding parking places. For pedestrians and cars however it can be a challenge dodging scooters, which clearly have priority, if only through tradition.
